Prime Minister Carney Appoints Yves Côté to Canada’s National Security and Intelligence Review Agency

OTTAWA — Prime Minister Mark Carney has appointed Yves Côté to the National Security and Intelligence Review Agency (NSIRA) for a five-year term, effective December 3, 2025. The appointment strengthens Canada’s independent oversight of national security and intelligence activities at a time of rapidly evolving global threats.
Established in 2019, NSIRA is the federal body responsible for reviewing all national security and intelligence operations conducted by the Government of Canada. Its mandate includes ensuring that security agencies act within the law, that their activities are reasonable, necessary, and compliant with legislated authorities, and that the rights and freedoms of Canadians are protected. The agency also investigates public complaints and provides recommendations to government.
Côté joins a panel of experts with full and independent authority to scrutinize security operations across federal departments and agencies — including CSIS, the RCMP, the Communications Security Establishment, and other entities engaged in national security activities. His appointment reinforces the federal government’s commitment to transparency, accountability, and strong civilian oversight.
NSIRA’s work plays a critical role in maintaining public trust in Canada’s security framework, particularly as issues such as foreign interference, cyber threats, and information security become more complex.
