Trudeau Announces Senior Public Service Appointment and Retirements

Ottawa, ON – Prime Minister Justin Trudeau has announced a key change in the senior ranks of the federal public service, appointing David Angell as Foreign and Defence Policy Advisor to the Prime Minister. Angell, who currently serves as Political Director and Assistant Deputy Minister for International Security and Political Affairs at Global Affairs Canada, will assume his new role in the Privy Council Office on March 31, 2025.

In addition to the appointment, Trudeau acknowledged the upcoming retirements of Stephen de Boer, the outgoing Foreign and Defence Policy Advisor, and Jean-Guy Forgeron, Executive Vice-President of the Canadian Food Inspection Agency. The Prime Minister expressed gratitude for their contributions to public service, recognizing their dedication to Canadians throughout their careers.

Angell’s appointment comes at a time of evolving global security challenges, and his experience in international affairs will play a crucial role in advising the Prime Minister on foreign and defence policy matters.

Both de Boer and Forgeron have held significant leadership roles within the public service. De Boer has been instrumental in shaping Canada’s foreign policy direction, while Forgeron has played a key role in food safety and regulatory oversight.

Their departures mark a transition in senior leadership within the federal government as Canada continues to navigate international and domestic policy challenges.
