Toronto Welcomes 53 New Paramedic and Dispatch Recruits, Strengthening Emergency Response Capacity

Expanded staffing supports faster care and modernized operations across Toronto Paramedic Services

TORONTO — The City of Toronto has added 53 new frontline emergency staff to its ranks, welcoming 42 Primary Care Paramedics and 11 Emergency Medical Dispatchers during a graduation ceremony held on December 9. Mayor Olivia Chow and Toronto Paramedic Services Chief Bikram Chawla attended the event, emphasizing the City’s continued investment in public safety and emergency readiness.

The new cohort arrives at a time when Toronto is expanding its emergency services workforce through its Multi-Year Staffing Plan, which will see more than 300 new paramedics hired over the next three years. The initiative is part of the City’s effort to improve response times and enhance pre-hospital care for a growing and diverse population.

Supporting a High-Demand Emergency System

Toronto Paramedic Services operates one of the busiest emergency medical systems in Canada, delivering 24/7 pre-hospital care for life-threatening and urgent medical calls. Every year, frontline paramedics and dispatchers play a critical role in stabilizing patients before they reach hospital care.

The City’s Central Ambulance Communications Centre serves as the first point of contact for residents experiencing medical emergencies. Dispatchers and call takers use an accredited call triage system and advanced telecommunications tools to provide immediate life-saving instructions while coordinating a rapid response from frontline paramedics.

City Leaders Highlight the Importance of Emergency Staffing

Mayor Olivia Chow underscored that hiring additional emergency personnel strengthens the city’s capacity to provide timely care:

“Toronto is investing in community safety by expanding and modernizing emergency services staffing and facilities. Through Toronto Paramedic Services’ Multi-Year Staffing Plan, more than 300 new paramedics will be hired in the next three years to ensure timely response when residents need help most. Today’s graduates are a vital part of that commitment to strengthen emergency care and support the health and well-being of everyone in our city.”

Chief Bikram Chawla praised the dedication of both the graduating recruits and the education staff who supported their intensive training:

“Today we celebrate not only the incredible achievement of our graduates but also the Education and Recruitment staff who supported and mentored them through this demanding process. This graduation is a testament to teamwork, dedication and a shared commitment to excellence in emergency medical care, and I look forward to seeing the positive impact these staff will have on the City of Toronto.”
