Toronto Urges Property Owners to Submit Vacant Home Tax Declarations Before April 30 Deadline

Toronto Vacant Home Tax deadline approaching as city urges homeowners to file by April 30

The City of Toronto is reminding residential property owners that one month remains to submit their 2025 Vacant Home Tax (VHT) declaration, with the deadline set for April 30.

City officials say nearly 95 per cent of property owners have already filed their declarations, but are encouraging those who have not yet done so to act promptly to avoid penalties and ensure accurate property classification.

Mandatory Annual Declaration

All residential property owners in Toronto are required to submit a Vacant Home Tax declaration each year, regardless of whether the property is occupied as a principal residence, rented or vacant.

Failure to submit a declaration by the deadline may result in the property being deemed vacant and subject to the Vacant Home Tax.

The City notes that even homes occupied for only part of the year must still be declared.

Program Impact on Housing Supply

Since its introduction in 2022, the Vacant Home Tax has been part of Toronto’s broader strategy to increase housing availability.

According to City data, the number of declared or deemed vacant properties has declined from 6,944 in 2022 to 5,989 in 2024, suggesting progress toward bringing more housing units back into use.

Multiple Ways to File

Property owners can submit their declaration through several channels:

  • Online: Via the City’s official portal
  • By phone: Through 311 (within Toronto) or 416-392-2489, with multilingual support available
  • In person: At Tax and Utility Counters at Toronto City Hall or local civic centres

Online submissions generate a confirmation number, while phone and in-person filings provide a receipt for records.

City officials also note that declarations may be subject to audit, and supporting documentation could be required.

Avoiding Penalties and Ensuring Accuracy

Officials emphasize that submitting a declaration is the only way to confirm a property’s status and avoid being incorrectly taxed.

With the April 30 deadline approaching, the City is urging remaining property owners to complete their submissions to avoid unnecessary charges and support broader housing goals.
