Toronto Opens Reporting Link for Energy and Water Use in Largest Buildings

Owners of 50,000+ sq ft buildings required to report by July 2

TORONTO — The City of Toronto has opened its online reporting link for the city’s largest buildings to submit 2024 energy and water usage data, part of an ongoing effort to curb greenhouse gas (GHG) emissions and lower operating costs. The initiative applies to buildings 4,645 square metres (50,000 square feet) or larger.

Building owners can use the free Energy Star Portfolio Manager tool to report their data to both the City and the Province of Ontario. The provincial reporting deadline is Tuesday, July 1, while Toronto’s municipal deadline is Wednesday, July 2.

The new requirement stems from Toronto’s Energy and Water Reporting Bylaw, which aims to improve environmental performance across the city’s building stock. Starting in 2026, the bylaw will expand to include buildings as small as 929 square metres (10,000 square feet).

Buildings are the single largest source of GHG emissions in Toronto, accounting for more than half of total emissions, largely due to inefficient energy and water use. By tracking and benchmarking usage, building owners can identify improvements and reduce environmental impact.

To support compliance and awareness, the City is offering two informational webinars to explain the bylaw and reporting process. Registration is available through the City’s Energy and Water Reporting webpage.

Additional support programs are also available for building owners looking to improve energy efficiency:

  • Better Buildings Navigation & Support Services – Offers personalized guidance on programs and incentives.

  • Green Will Initiative – Helps large institutional and commercial owners move toward net-zero emissions.

  • Home Energy Loan Program – Provides Toronto homeowners with low-interest loans of up to $125,000 for energy upgrades.
