Toronto free air conditioner program expands support for vulnerable residents
The City of Toronto is expanding its Air Conditioner Assistance Program for 2026, offering at least 1,000 free portable air conditioners to eligible low-income residents as part of its efforts to address rising temperatures and protect vulnerable populations.
Applications for the program opened on April 7 and will remain available until April 21. Selected participants will be chosen through a random draw and notified in May, according to the City.
Expanded Support for Vulnerable Residents
The program targets residents living in multi-unit residential buildings who may be at higher risk during extreme heat events. Eligibility includes seniors aged 65 and older with health-related needs, pregnant individuals, and new parents or caregivers with infants.
Toronto City Council has allocated $1 million in the 2026 budget to expand the initiative, building on the program’s pilot phase in 2025, which delivered close to 500 portable air conditioners to low-income seniors.
The funding covers the full cost of each unit, including delivery and installation, ensuring there are no out-of-pocket expenses for approved participants.

Responding to Climate Pressures
City officials say the expansion reflects growing concerns about the impact of climate change, particularly the increasing frequency and intensity of heat waves in Toronto.
Excessive indoor temperatures remain a serious public health concern, especially in buildings without adequate cooling systems. The program is designed to help mitigate those risks and support residents who may otherwise struggle to stay safe during extreme heat.
Mayor Olivia Chow pointed to last year’s heat events as a key driver behind the expansion.
“Following the success of last year’s Air Conditioner Assistance Program, I’m excited to double its size and help even more Toronto residents this year,” Chow said in a statement. “Last year’s historic heat waves were a reminder of the impact extreme weather events have.”
Community Contributions Encouraged
In addition to municipal funding, the City is encouraging public support through its DonateTO platform. Monetary donations received before May 23 will go toward purchasing, delivering and installing additional air conditioning units.
Officials say the initiative is part of Toronto’s broader climate resilience strategy, which includes preparing residents for extreme weather and improving access to cooling resources.
