Toronto City Council Approves New Collective Agreement with TCEU Local 416 – CUPE

TORONTO – Toronto City Council has ratified a four-year collective agreement with TCEU Local 416 – CUPE, representing 4,200 of the city’s outside workers. The agreement, which received union member approval on December 18, 2024, ensures uninterrupted delivery of critical city services as it comes into effect on January 1, 2025.

The contract was finalized two weeks before the previous agreement’s expiration on December 31, 2024. The new deal, lasting until December 31, 2028, includes provisions aimed at supporting workers while improving operational efficiency.

Key highlights of the agreement include:

  • Wage Increases: Annual pay increases ranging from 3% to 3.95%.
  • Skilled Trades Compensation: One-time market-based wage adjustments for trades such as plumbers, electricians, HVAC technicians, solid waste collection workers, and heavy construction operators.
  • Efficiency Measures: Introduction of caps on lieu-time and mandatory year-end payouts to minimize staffing shortages. Pro-rated float day entitlements for new hires have also been implemented.
  • Improved Benefits: Enhanced shift premiums and paramedical benefits.
  • Faster Hiring: Changes to staffing provisions aimed at reducing the time required to fill vacancies.

Mayor Olivia Chow commended the deal, emphasizing its importance in maintaining vital services and recognizing the contributions of Local 416 workers.

The City remains in negotiations with the Paramedics Unit of TCEU Local 416 – CUPE, representing 1,400 paramedics.

This agreement marks a significant step forward for both the City and its workforce, balancing worker recognition with fiscal responsibility.
