Toronto Expands Basement Flooding Subsidy Program Amid Severe Weather Concerns

Expanded Toronto basement flooding subsidy program includes new sump pump and plumbing assessment support

TORONTO — The City of Toronto is significantly expanding its Basement Flooding Protection Subsidy Program, nearly doubling the amount of financial support available to eligible homeowners beginning May 1.

City officials say the enhanced program is designed to help residents better protect their homes from sewer backups and flooding caused by increasingly severe storms and rainfall events.

Under the updated program, eligible residential property owners can now receive up to $6,650 per property, compared to the previous maximum subsidy of $3,400.

Mayor Olivia Chow described the initiative as the largest basement flooding subsidy program the City has offered to date.

“This is the largest basement flooding subsidy program the City has ever offered,” Chow said in a statement. “By doubling the financial support available, we’re helping more homeowners protect their homes, prevent flooding and avoid costly damage.”

What the Expanded Program Includes

The revised subsidy program introduces several new enhancements, including:

  • A 28 per cent increase to backwater valve and sump pump subsidies to reflect inflation and rising market costs
  • A new Home Plumbing Assessment subsidy to identify plumbing issues linked to flooding risks
  • Eligibility for a second backwater valve subsidy for homes with multiple sewer connections
  • A new $300 subsidy for sump pump battery backup systems and retrofits
  • An extended application window from one year to two years after eligible work is completed

The City says homeowners who completed eligible work on or after November 12, 2025 can apply under the enhanced funding structure.

Response to Major Flooding Events

The expanded program follows severe rainfall events in 2024 that caused basement flooding in more than 1,000 Toronto homes.

City officials say public consultation and resident feedback helped shape the updated program, with homeowners calling for additional support to reduce flooding risks and stormwater impacts.

The Basement Flooding Protection Subsidy Program was first launched in 2007 and supports flood prevention measures such as:

  • Backwater valves
  • Sump pumps
  • Flood protection plumbing upgrades

To date, the City says approximately:

  • 59,000 applications have been submitted
  • $86 million in subsidies has been distributed
  • 14 per cent of eligible Toronto homeowners have participated in the program

Helping Homeowners Adapt to Extreme Weather

Toronto officials say the program forms part of broader efforts to improve climate resilience and affordability for residents as extreme weather events become more frequent.

The City is also encouraging residents to review flood prevention measures and practical basement flooding prevention tips available through Toronto’s official flood protection resources.
