Toronto Breaks Ground on 777 Victoria Park Ave. Affordable Housing Project

New transit-oriented development in Scarborough Southwest will deliver 705 rental homes, including 256 affordable units

TORONTO — The City of Toronto has officially broken ground on a major mixed-use, transit-oriented housing community at 777 Victoria Park Avenue, marking another milestone in the city’s effort to tackle the housing crisis.

The new development, located adjacent to Victoria Park Station, will bring 705 purpose-built rental homes to Scarborough Southwest — including 256 affordable rental units for households earning a range of incomes. The project is being delivered through a partnership between the City of Toronto, CreateTO, CMHC, Alterra Group of Companies, and Mahogany Management.

Transforming City-Owned Land into Affordable Homes

Previously a TTC commuter parking lot, the site is part of the City’s ongoing effort to unlock City-owned lands for affordable and sustainable housing. The project will also include a childcare centre, community space, publicly accessible green areas, and retail space, designed to create a complete, connected community.

To support climate goals, the building will feature a geothermal energy system, making it one of Toronto’s most sustainable residential developments to date.

“Creating more affordable housing means creating stronger communities across Toronto,” said Mayor Olivia Chow, noting the project’s $30.2 million in waived City fees and charges. “This development will deliver hundreds of homes near transit, with affordable options for families, seniors, and newcomers.”

Backed by All Levels of Government

The Government of Canada is investing $291 million through the Apartment Construction Loan Program and Affordable Housing Fund, contributing to the city’s HousingTO 2020–2030 Action Plan, which aims to deliver 65,000 new rent-controlled homes by 2030.

“This is more than construction — it’s about creating opportunities for individuals and families to thrive,” said Jennifer McKelvie, Parliamentary Secretary to the Minister of Housing and Infrastructure and Member of Parliament for Ajax.

Local representatives emphasized the project’s community impact. “This development will not only help address the housing crisis but will create a stronger community here in Scarborough Southwest,” said Councillor Parthi Kandavel (Scarborough Southwest).

A Model for Transit-Oriented Development

Once complete, 777 Victoria Park Ave. will stand as a model for how municipalities can partner with developers and other levels of government to create inclusive, sustainable housing on transit-connected land.

“This former parking lot will soon transform into a complete mixed-use community,” said Vic Gupta, CEO of CreateTO. “With affordable housing, a new childcare centre and more, we’re re-purposing public land for public good.”

Construction is now underway, with completion anticipated in late 2027.
