Prime Minister Carney to Participate in Ukraine Peace Talks in France

Prime Minister Carney Ukraine peace talks aim to advance a just and lasting settlement backed by strong international security guarantees

OTTAWA — Prime Minister Mark Carney will travel to Paris from January 5 to 6, 2026, to take part in high-level peace negotiations aimed at securing a just and lasting resolution to the war in Ukraine, the Prime Minister’s Office confirmed Friday.

The meetings will bring together leaders of the Coalition of the Willing, a group of allied nations working alongside Ukraine and the United States to advance a negotiated peace framework supported by strong security guarantees. The talks come at a critical moment in the conflict, as diplomatic momentum builds following intensified coordination between Washington, Kyiv, European partners, and Canada.

According to the Prime Minister’s Office, Canada’s focus in Paris will be on ensuring Ukraine remains at the centre of any peace process, while reinforcing long-term security arrangements designed to deter future Russian aggression. Discussions are expected to address ceasefire conditions, post-war recovery, and the mechanisms required to safeguard Ukraine’s sovereignty and territorial integrity.

Canada’s Role in Supporting Ukraine

Canada has been a leading international supporter of Ukraine since Russia launched its full-scale invasion in February 2022. To date, Ottawa has committed more than $23.5 billion in multifaceted assistance, including over $12 billion in direct financial support, placing Canada among the largest contributors to Ukraine’s recovery and reconstruction.

In recent months, Canada announced additional measures to bolster Ukraine’s defence and economic resilience. These include a $200 million package of military equipment sourced through NATO’s Prioritised Ukraine Requirements List, as well as a $50 million contribution to the Drone Capability Coalition to strengthen Ukraine’s unmanned systems forces. Ottawa has also committed $35 million to NATO’s Comprehensive Assistance Package for Ukraine through Budget 2025.

The government has emphasized that these efforts are not only about ending the current conflict, but also about ensuring Ukraine can rebuild and thrive once peace is secured.

Emphasis on Security Guarantees

A central theme of the Paris talks will be the need for credible, enforceable security guarantees for Ukraine. Canadian officials have consistently stressed that any peace agreement must prevent future attacks and provide Ukraine with the means to defend itself.

“Canada is working relentlessly with our allies to secure a just and lasting peace for Ukraine,” Prime Minister Carney said in a statement. “We must deter and fortify – with robust security guarantees and by ensuring Ukraine can rebuild, recover, and create the foundations of true prosperity.”

Canada has also been actively involved in international efforts to secure the return of Ukrainian children unlawfully deported during the war and to support long-term humanitarian and economic recovery initiatives.

International Coordination in Paris

The Paris meetings are expected to build on recent diplomatic engagements between Ukraine, the United States, and European allies, reinforcing a coordinated approach to negotiations. Canada’s participation reflects its broader foreign policy commitment to multilateral cooperation and the defence of democratic values.

The Prime Minister’s Office confirmed that Canada will continue working closely with partners through the Coalition of the Willing and other international forums to advance peace, deter aggression, and uphold international law.
