OTTAWA, Ontario — Prime Minister Mark Carney held separate phone calls Thursday with Friedrich Merz and Luiz Inácio Lula da Silva, underscoring Canada’s active diplomatic engagement on global security, democratic stability, and international cooperation.
Canada and Germany reaffirm commitment to Euro-Atlantic security
In his call with Chancellor Merz, Prime Minister Carney discussed strengthening Euro-Atlantic security amid ongoing threats, including Russia’s continued aggression against Ukraine. The leaders highlighted the importance of the Paris Declaration, released earlier this week by Canada, Germany, and other members of the Coalition of the Willing, which reaffirmed a shared commitment to a just and lasting peace in Ukraine, supported by robust security guarantees.
The Prime Minister and the Chancellor also reaffirmed their support for the sovereignty and territorial integrity of Denmark, including Greenland, stressing that Greenland’s future must be determined by Greenland and Denmark in accordance with international law. The leaders discussed the growing importance of the Arctic as NATO’s western flank and the need for continued investment in its security.

In addition, Carney and Merz explored opportunities to deepen Canada-Germany trade and investment, particularly in artificial intelligence, defence, critical minerals, and energy, areas viewed as central to long-term economic resilience and allied security.
Both leaders agreed to remain in close contact as cooperation continues across security and economic priorities.
Canada and Brazil discuss Venezuela and democratic transition
Prime Minister Carney also spoke with President Lula da Silva, focusing on the evolving situation in Venezuela and its broader regional implications.
The leaders reaffirmed their shared support for a peaceful, negotiated, and Venezuelan-led transition process that respects the democratic will of the Venezuelan people. They emphasized the importance of all parties upholding international law and the principle of sovereignty as diplomatic efforts continue.
Carney and Lula agreed to remain in close contact as international partners work to encourage stability, dialogue, and democratic outcomes in the region.
Together, the calls reflect Canada’s ongoing diplomatic focus on defending democratic principles, strengthening alliances, and engaging constructively with global partners on security and governance challenges.
