Prime Minister Carney security talks at Davos focus on Arctic defence and Ukraine
Davos, Switzerland — Prime Minister Mark Carney spoke separately with Sir Keir Starmer and Emmanuel Macron on the margins of the World Economic Forum Annual Meeting in Davos, reaffirming Canada’s and its allies’ support for shared security priorities including Arctic stability and a just and lasting peace for Ukraine.
The conversations with both leaders took place amid heightened global focus on Arctic security and transatlantic cooperation following tensions over Greenland and renewed efforts to support Ukraine’s sovereignty and democratic future at international forums.
Reaffirming sovereignty and Arctic security
In his discussion with Prime Minister Starmer, Prime Minister Carney underscored the importance of respecting the sovereignty of Greenland, emphasising that decisions about its future are for Greenland and Denmark to determine.

Canada likewise is strengthening its own Arctic security posture through enhanced military capabilities and investments in critical infrastructure. Ottawa is working with NATO allies to protect the region, which forms a key part of the Alliance’s northern and western flanks, and remains central to broader Euro-Atlantic security.
Prime Minister Starmer echoed similar views about the priority of unity among allies on Arctic matters and maintaining strong cooperation with partners. Recent European responses to external pressures highlight how pivotal these discussions have become at Davos this week.
Ukraine peace and global cooperation
In both conversations, Carney and the leaders stressed the need to sustain progress toward ending the war in Ukraine and achieving a just and lasting peace. This comes as world leaders at Davos deliberate global risks, including geopolitical instability and transatlantic relations, under the forum’s theme “A Spirit of Dialogue.”
Prime Minister Carney has consistently highlighted Canada’s role in supporting Ukraine through diplomatic engagement as well as multi-lateral efforts such as the Coalition of the Willing, which has aimed to build security guarantees that can underpin post-conflict peace and deterrence.
Broader global context at Davos
The World Economic Forum 2026 brings together political leaders, business executives and civil society representatives to address pressing international issues ranging from economic instability to defense cooperation. Recent discussions at Davos have also focused on Arctic security and relations among NATO allies in light of geopolitical developments, including debates over territorial sovereignty and alliance cohesion.
At the forum, leaders have reiterated commitments to upholding international law and cooperative security frameworks, particularly as tensions over Arctic strategy and defence spending continue to shape transatlantic dialogue.
Prime Minister Carney and both allied leaders agreed to maintain close contact as they navigate shared priorities, including defence partnerships, global peace efforts, and economic collaboration.
