PM Carney Joins Coalition of the Willing in Virtual Meeting Backing Ukraine
Canada pledges $4.3B in military aid and loans as coalition announces permanent headquarters in Paris
Ottawa, ON – Prime Minister Mark Carney joined world leaders today in a virtual meeting of the Coalition of the Willing, a multilateral group reaffirming global support for Ukraine in the face of Russia’s latest military escalation.
The meeting was co-chaired by UK Prime Minister Sir Keir Starmer and French President Emmanuel Macron, and attended by Ukrainian President Volodymyr Zelenskyy along with key U.S. representatives, including Senators Lindsay Graham and Richard Blumenthal, and Special Envoy General Keith Kellogg.
The Coalition issued a unified condemnation of Russia’s renewed missile strikes on Ukrainian cities and infrastructure, while affirming collective pressure on Moscow through strengthened sanctions and increased military and financial assistance.
Canada’s Latest Commitments: $4.3 Billion for Ukraine
Prime Minister Carney outlined Canada’s latest contributions to Ukraine, which include:

A new $2 billion military support package, featuring funding for drones, armoured vehicles, and ammunition;

A $2.3 billion loan to support Ukraine’s reconstruction and public infrastructure systems;

A sweeping sanctions package targeting Russia’s shadow oil fleet and energy revenue stream.
“Canada continues to stand shoulder to shoulder with Ukraine,” Carney said, reaffirming the country’s role as a key financial and strategic partner in Kyiv’s defence and recovery.
Long-Term Security and Coordination
In a significant development, the Coalition of the Willing agreed to establish permanent headquarters in Paris, with plans to create a future co-ordination cell in Kyiv. The initiative is aimed at bolstering post-ceasefire stability, logistical support, and multilateral defence cooperation.
The group emphasized its commitment to Ukraine’s long-term sovereignty and the goal of securing a “just and lasting peace.”
Canada has played a prominent role in supporting Ukraine since the outset of Russia’s full-scale invasion in 2022, contributing billions in aid and coordinating international sanctions.
