Prime Minister Carney Appoints Pierre Moreau as New Government Representative in the Senate
Veteran Québec politician and lawyer brings four decades of experience to Ottawa
OTTAWA — Prime Minister Mark Carney has named Senator Pierre Moreau as the new Government Representative in the Senate, a key role that will see him advance federal legislation and policy in Canada’s Upper Chamber. The announcement was made Friday as longtime Senate leader Senator Marc Gold steps down following years of service.
The appointment places Moreau, a former Québec Cabinet Minister and seasoned lawyer, at the forefront of the federal government’s push to implement its legislative agenda focused on affordability, public safety, and economic growth.
A Career in Law and Politics
Senator Moreau, who was appointed to the Senate in September 2024, brings over 40 years of legal and political expertise to the role. His distinguished career spans both the courtroom and the National Assembly of Québec, where he served multiple terms representing Marguerite-D’Youville and Châteauguay.
During his time in the Québec Cabinet, Moreau held several influential portfolios, including:
-
Minister of Transport
-
Minister of Municipal Affairs
-
Minister of Energy and Natural Resources
-
President of the Treasury Board
-
Minister responsible for Canadian Intergovernmental Affairs and the Canadian Francophonie
He also served as Minister of Education and Higher Education and oversaw government administration and program reviews.
Bridging Law, Media, and Public Service
Beyond politics, Moreau was a managing partner at the Montréal law firm Bélanger Sauvé and taught public and administrative law at the École du Barreau du Québec. He was also a political commentator on ICI RDI’s Mordus de politique and contributed to radio morning show Puisqu’il faut se lever.
He holds a Bachelor of Laws from Université Laval and has been a member of the Québec Bar since 1982.
An Active Voice in the Community
Moreau’s commitment to public service extends beyond Parliament Hill. He currently serves on the Board of Directors of Québec Blue Cross, where he chairs the Ethics and Compliance Committee. His previous community involvement includes leadership roles with the Parliamentary Confederation of the Americas and healthcare facilities in Champlain.
A Key Voice for the Carney Government
With his appointment, Senator Moreau becomes a crucial ally in the Senate for Prime Minister Carney’s government as it advances a legislative agenda aimed at cost-of-living relief, climate policy, and Canadian economic competitiveness. His track record of governance, negotiation, and legal expertise is expected to bring depth and direction to the Senate’s work.
Prime Minister Carney also thanked outgoing Senator Marc Gold, who served as Government Representative since 2020, calling his tenure “a model of public service and leadership.”
