Ontario, Toronto, and Habitat for Humanity Partner to Build 33 Modular Homes at 355 Coxwell Avenue

Project marks major step in New Deal collaboration to deliver attainable homeownership in Toronto

TORONTO — The Ontario government has announced a new partnership with the City of Toronto and Habitat for Humanity Greater Toronto Area (GTA) to build a 33-unit modular condominium building at 355 Coxwell Avenue, marking a major step forward in the province’s commitment to deliver more attainable housing through its New Deal with Toronto.

The six-storey project will provide below-market modular homes designed to help working families and middle-income earners access affordable homeownership opportunities.

“Ontario is continuing to take action to build more homes faster and help people find a home that meets their needs and their budgets,” said Rob Flack, Minister of Municipal Affairs and Housing. “This innovative project will help drive forward our plans to support Ontario’s modular homebuilding industry and make use of surplus government lands to get more shovels in the ground.”

Affordable Homes for Working Families

The 33 modular homes will be priced for households earning between the 60th and 70th income percentile in Toronto. Prices will be capped at $500,000 in 2025, with adjustments based on inflation in future years.

Habitat for Humanity GTA will oversee the homebuyer selection process, including application reviews, eligibility assessments, and administration of sales. Interested buyers can register for updates through the Habitat for Humanity GTA website.

Collaborative Investment

The Ontario government is investing $10 million in the project, while the City of Toronto is contributing more than $4.8 million as part of its broader affordable housing plan.

This partnership with Habitat for Humanity and the province shows what we can achieve when we work together.”

Construction and Timeline

Preparations for construction are now underway, with sales expected to begin in early 2026 and occupancy anticipated by mid-2027. Of the 33 units, 22 will be large enough to accommodate families, ensuring the project serves a diverse range of households.

This project serves as a blueprint for how multi-level government collaboration with non-profits and the private sector can create homes that bring lasting affordability for working families in this city,” said Ene Underwood, CEO of Habitat for Humanity GTA.

Underwood emphasized that residents will benefit from living close to schools, parks, and transit — creating a stronger, more equitable community.

Building on the Ontario-Toronto New Deal

The 355 Coxwell Avenue project is part of the province’s Ontario-Toronto New Deal, which provides Toronto with up to $1.2 billion in operating supports over three years to strengthen financial sustainability and accelerate housing delivery.

To date, Toronto has also received $181.2 million through Ontario’s Building Faster Fund, a program designed to incentivize municipalities that meet housing targets.

A Blueprint for the Future

The Coxwell Avenue development will serve as a model for future modular housing projects across Ontario, helping to inform new approaches to affordability, construction efficiency, and sustainable design.
