Mississauga Official Plan 2051 approved to guide housing, transit and city growth to 2051
The Government of Ontario has approved Mississauga’s new Official Plan, marking a significant milestone in shaping the city’s long-term growth, housing strategy and development priorities.
The approval was confirmed on March 24, 2026, when the Minister of Municipal Affairs and Housing issued a Notice of Decision. The plan is now in effect, replacing the City’s previous Official Plan and associated amendments. All new development applications must align with the updated framework.
A Long-Term Vision for Growth
Mississauga Official Plan 2051 outlines how the city will evolve over the next 25 years, guiding where and how growth will occur while ensuring infrastructure, services and community needs are addressed.
The plan allows for more than 370,000 new residential units city-wide by 2051, with a focus on increasing housing supply along transit corridors and introducing “gentle density” in established neighbourhoods.
It also promotes the development of mixed-use communities, aiming to bring housing, jobs, services and amenities closer together to support more complete and connected neighbourhoods.
Supporting Jobs, Transit and Sustainability
In addition to housing, the plan includes policies designed to:
- Support economic growth by expanding permitted uses in key employment areas while protecting industrial lands
- Enhance transportation options, including walking, cycling and transit infrastructure
- Strengthen environmental protections and preserve cultural and heritage assets
City officials say the approach is intended to reduce congestion, improve connectivity and support a more sustainable urban form.
From Consultation to Approval
Under Ontario’s Planning Act, municipalities are required to review and update their Official Plans every 10 years.
Mississauga’s review process included extensive public consultation, with input from thousands of residents and businesses on issues such as housing affordability, transit, infrastructure and environmental protection.
City Council adopted the plan on April 16, 2025, before submitting it to the Province for final approval.
A consolidated version of the plan, including provincial modifications, is expected to be posted on the City’s website in the coming weeks.
City and Province Aligned on Growth Strategy
Mayor Carolyn Parrish said the Province’s approval confirms Mississauga’s direction for future growth.
“Mississauga’s new Official Plan maintains a thoughtful approach that will guide us into the future. The Province has endorsed our vision,” said Parrish. “This recognition marks an important milestone for us.”
Andrew Whittemore, Commissioner of Planning and Building, said the plan will help shape a more complete city over time.
“I’m confident that as development moves forward in line with this plan, it will help strengthen our economy, protect our environment and create a more complete, livable city for generations to come,” he said.
