Mississauga Budget Committee Approves 2026 Fees and Charges
User fees updated across transit, recreation, enforcement, libraries, and permits
MISSISSAUGA — The City of Mississauga’s Budget Committee has approved the 2026 schedule of fees and charges as part of the City’s annual budget process, a move aimed at balancing affordability with cost recovery while reducing the burden on taxpayers.
The updated fees, set to take effect on January 1, 2026, apply to a range of City services including MiWay transit, recreation and culture, enforcement, libraries, parks, forestry, environment, transportation, and permits. The changes are expected to generate approximately $5.3 million in additional revenue, helping offset inflationary pressures and supporting City programs without relying entirely on property taxes.
MiWay Transit Fare Changes
Transit fares are being adjusted to reflect operating costs and to encourage riders to use PRESTO cards:

Adult PRESTO single fare: $3.40 → $3.50

Youth PRESTO single fare: $2.65 → $2.90

Adult monthly pass: $141 → $145

Affordable Transit Program pass: $70.50 → $72.50

Cash fare (all riders): $4.25 → $4.50
Since July 2025, seniors 65+ ride MiWay for free with a PRESTO card set to the senior fare type. The harmonized $4.50 cash fare is intended to simplify payment and encourage PRESTO use for lower-cost transfers with the TTC and GO Transit.
Recreation and Culture Updates
New fees will be introduced for pool rentals, fitness training programs, and filming at outdoor artificial turf fields. Rates are designed to respond to market demand while encouraging participation.
Enforcement and Animal Services
Revisions include:

New Animal Services fees for end-of-life care and cremation of pets

New enforcement fees for property re-inspections and reassessments related to rental standards
Libraries and Makerspaces
The City’s library system will add fees connected to Makerspace technology as new equipment and services are introduced.
Parks, Forestry, and Environment
New charges include rental fees for a hybrid artificial cricket field with a natural grass outfield, reflecting Mississauga’s growing demand for diverse recreational spaces.
Transportation and Works
To better support construction and development projects, the City will introduce:

A Complex Construction Monthly fee for technical services

A ditching fee as part of the Access Modification Permit
Why Fees Matter
Fees and charges account for nearly 18% of the City’s revenue and are designed so that those who directly benefit from services contribute to covering costs. While property taxes fund general public services, fees ensure financial sustainability for programs used by individuals.
“The updated user fees and charges will help sustain City finances and revenues more effectively,” said Marisa Chiu, Commissioner of Corporate Services and Treasurer. “They help respond to rising demand and inflationary pressures, while ensuring equitable pricing so that everyone has access to affordable programs.”
Next Steps
The 2026 Fees and Charges By-law will go to Council for final approval later this year. The next Budget Committee meeting is scheduled for January 12, 2026, at 9:30 a.m. Members of the public can attend in person or watch via livestream.
