Louise Arbour Governor General appointment marks historic first under King Charles III
OTTAWA — Prime Minister Mark Carney has announced that His Majesty King Charles III has approved the appointment of the Honourable Louise Arbour as Canada’s next Governor General.
Arbour will become Canada’s 31st Governor General since Confederation and the first appointed during the reign of King Charles III.
The appointment places one of Canada’s most internationally recognized legal figures into the role of the King’s representative in Canada.
Distinguished legal and international career
Arbour brings more than five decades of experience in law, justice, and international human rights.
Over the course of her career, she served as:
- A judge on the Supreme Court of Ontario
- A judge on the Ontario Court of Appeal
- A justice of the Supreme Court of Canada
- United Nations High Commissioner for Human Rights
- Chief Prosecutor for the International Criminal Tribunals for Rwanda and the former Yugoslavia
According to the Prime Minister’s Office, Arbour led prosecutions that resulted in the first genocide conviction since the Genocide Convention and the first indictment of a sitting head of state for war crimes.
More recently, she authored the Independent External Comprehensive Review into misconduct within the Canadian Armed Forces, a report that prompted significant reforms and policy changes.

Carney praises Arbour’s leadership and public service
In announcing the appointment, Prime Minister Carney described Arbour as a figure who has consistently defended human dignity and accountability.
“Across more than five decades, the Honourable Louise Arbour gave voice to those whose dignity was denied, held institutions to account, and changed lives through her service,” Carney said.
The Prime Minister said Arbour’s experience and leadership will help represent Canada’s values both domestically and internationally.
Role of the Governor General
As Governor General, Arbour will serve as the representative of the Crown in Canada and carry out constitutional and ceremonial responsibilities on behalf of the King.
The Governor General’s duties include:
- Granting royal assent to legislation
- Summoning and dissolving Parliament
- Serving as commander-in-chief of Canada
- Representing Canada during state and diplomatic functions
- Supporting national unity and public service initiatives
The Prime Minister also thanked outgoing Governor General Mary Simon for her service and advocacy on Indigenous rights, language preservation, and reconciliation.
Honours and recognition
Arbour is a Companion of the Order of Canada and a Grande officière de l’Ordre national du Québec. She has received dozens of international honours and 42 honorary doctorates from universities worldwide.
Her appointment comes during a period when Canada continues strengthening its international diplomatic relationships and institutional leadership.
