Jack Oliveira Awarded Toronto’s Key to the City for Lifetime of Labour Leadership
Jack Oliveira Key to the City honour recognizes his leadership of LIUNA Local 183 and decades of advocacy for workers’ rights across Toronto and the GTA.
TORONTO — Longtime labour leader Jack Oliveira has been awarded the Key to the City, Toronto’s highest civic honour bestowed by the Mayor, in recognition of his decades of leadership advocating for workers’ rights and supporting communities across Toronto and the Greater Toronto Area.
Mayor Olivia Chow presented the honour on July 10 during the annual Labourers’ International Union of North America (LIUNA) Local 183 Retiree Day BBQ at Downsview Park.
The City said Oliveira was recognized for his longstanding commitment to improving the lives of working people and his contributions to Toronto’s construction industry and broader community.

From Immigrant Worker to Labour Leader
Originally from Portugal, Oliveira immigrated to Toronto in 1972 before beginning a career in the construction industry.
He joined LIUNA Local 183 in 1984 and eventually became the union’s Business Manager.
During his leadership, Local 183 grew into the largest local construction union in North America, representing more than 70,000 members.
The City credited Oliveira with helping advance workers’ rights by advocating for stronger employment protections, safer workplaces and expanded services for union members.
Championing Working Families
Beyond his work within the labour movement, Oliveira has also supported initiatives benefiting working families, newcomers and underserved communities throughout the Greater Toronto Area.
According to the City, his leadership has focused on strengthening communities while promoting fairness and opportunity for workers.
Mayor Olivia Chow said Oliveira’s contributions have left a lasting impact on Toronto.
“Jack Oliveira’s journey is a reflection of the strength, dedication and community spirit that make Toronto such a great city,” Chow said. “For decades, he has championed workers’ rights, supported working families and helped build stronger communities. His leadership and service have left a lasting mark on Toronto, and I am proud to present him with the Key to the City in recognition of his extraordinary contributions.”
Accepting the Honour
Oliveira accepted the award on behalf of LIUNA Local 183 members and those who have worked alongside him throughout his career.
“I am deeply honoured to receive the Key to the City of Toronto,” Oliveira said. “I accept this recognition on behalf of the dedicated members of LIUNA Local 183, whose hard work has helped build this city, and the union leaders and community partners who have stood together to improve the lives of working people.”
He added that the recognition reinforces his commitment to continuing to advocate for workers while helping build a fairer and more inclusive Toronto.
Toronto’s Highest Civic Honour
The Key to the City is awarded by the Mayor to individuals or groups who have made significant contributions to civic life and whose achievements embody the spirit and values of Toronto.
Past recipients have included community leaders, artists, athletes, philanthropists and public figures whose work has had a lasting impact on the city.
With this latest honour, Jack Oliveira joins a distinguished group of recipients recognized for exceptional service and leadership in Toronto.
