Ontario Opens New HART Hub in Belleville to Expand Mental Health and Addiction Recovery Services

HART Hub Belleville expands access to mental health, addiction recovery, and housing supports for Hastings and Prince Edward Counties.

BELLEVILLE — The Ontario government has opened a new Homelessness and Addiction Recovery Treatment (HART) Hub in Belleville, expanding access to mental health, addictions care, housing supports, and recovery services for people in Hastings and Prince Edward Counties.

The new Hub is part of the province’s nearly $550 million investment to launch 28 HART Hubs across Ontario, a major initiative aimed at improving community safety and supporting individuals facing homelessness, mental health challenges, and substance use disorders.

Announced on November 25, the Belleville-based Hub reflects Ontario’s broader plan to strengthen integrated care networks under Your Health: A Plan for Connected and Convenient Care and the province’s Roadmap to Wellness.

Associate Minister of Mental Health and Addictions Vijay Thanigasalam said the Belleville opening represents a key step in making sure people “can get the care they need on their path to recovery, while keeping the community safe.”



A New Model of Care for Hastings and Prince Edward Counties

The Belleville HART Hub is operated through a wide partnership network, with services led by the Canadian Mental Health Association (CMHA) Hastings Prince Edward alongside local health, Indigenous, social service, and community agencies.

The Hub offers a comprehensive suite of supports, including:

  • Mental health services

  • Primary care

  • Substance use treatment and peer support

  • Transitional supportive housing

  • Mobile outreach in rural areas

  • Drop-in and basic needs services (food, washrooms, showers, laundry)

  • Indigenous-led supports and cultural services

Local partners include the Belleville and Quinte West Community Health Centre, Enrichment Centre for Mental Health, Hastings-Quinte Paramedic Services, Mohawks of the Bay of Quinte, and additional regional agencies.


Mobile Outreach and 24/7 Care Expanding Across the Region

The Hastings Prince Edward HART Hub has been operational since Fall 2025, with a major milestone reached on October 27, 2025 when the HART Hub Mobile Outreach Program officially launched.

This mobile team brings mental health and addiction services directly into rural and remote communities.

Additionally, the Bridge Integrated Care Hub — part of the HART system — is transitioning to a 24-hour service model, expanding access to shelter, meals, and hygiene facilities.
The Bridge is currently located at 125 South Church Street and will move to its permanent home at 1 Alhambra Square following renovations.


Local Leaders Welcome the Hub’s Opening

Tyler Allsopp, MPP for Bay of Quinte, said the new Hub will offer “low-barrier access to mental health and addiction support… and create pathways for supportive housing, treatment and recovery.”

Belleville Mayor Neil Ellis emphasized the city’s investment in renovating 1 Alhambra Square, calling the Hub “a locally built solution” that will give residents “access to the care, safety, and stability they need to get well.”

Regional partners echoed these sentiments, noting the importance of coordinated, compassionate support for people facing homelessness, mental health crises, and addictions:

  • Kara Petit, John Howard Society: “This model brings services together under one roof so people can access mental health care, addictions support, housing navigation and community programs without barriers.”

  • Sandie Sidsworth, Enrichment Centre for Mental Health: “Healing starts when someone is supported to stop running from their trauma and take a breath.”

  • Brandi Hodge, United Way HPE: “Our neighbours deserve safety, dignity and hope.”

  • Lisa Ali, CMHA HPE AMHS: “The transition to 24-hour service will allow us to reach more people, earlier, and help them move from crisis toward stability and recovery.”


Part of Ontario’s Province-Wide Strategy

Ontario is expanding its HART Hub network as part of:

  • A three-year, $303 million investment in community mental health programs

  • A 10-year, $3.8 billion investment through the Roadmap to Wellness

  • A broader shift away from safer supply and supervised consumption sites toward treatment-focused services, housing supports, and coordinated care

Once all 28 hubs are operational, the province expects to add nearly 900 new supportive housing units, exceeding initial projections by more than 300.


What Happens Next

The Belleville HART Hub will continue expanding services as renovations at 1 Alhambra Square advance in 2026.
Mobile outreach teams will also widen their routes to ensure rural communities receive consistent access to care.
