City of Toronto Presents the Access Plan for Two-Spirit, Trans and Non-Binary Youth
Toronto – The City of Toronto unveiled its Access Plan for Two-Spirit, Trans and Non-Binary (2STNB) Youth, a new initiative aimed at improving access to services and programs for gender-diverse youth aged 12 to 29. The plan, presented to the Two-Spirit, Lesbian, Gay, Bisexual, Transgender, and Queer Advisory Committee, marks the city’s first coordinated effort to enhance health and social outcomes for this community.
The Access Plan addresses critical disparities in health and social indicators that affect trans and non-binary youth, who face higher risks of mental health challenges, violence, and discrimination. According to research from Trans PULSE Canada and other health studies, gender-diverse youth experience a greater risk of suicide and are often marginalized in public spaces, workplaces, and housing. The initiative aims to create safer and more accessible environments for these individuals.
Today, the #CityOfTO launched the Access Plan for Two-Spirit, Trans & Non-Binary Youth. Informed by research & engagement with 2STNB youth & community partners, the plan outlines 56 commitments that will be actioned across 6 outcome areas by 2027.

The plan’s implementation, scheduled for 2024-2027, includes 56 commitments focused on six key areas: housing, employment, well-being supports, community safety, data inclusivity, and accessibility improvements. Notable actions encompass expanding gender-inclusive washrooms and changerooms, enhancing training for city staff, increasing employment support programs, and providing housing opportunities to organizations that serve 2STNB youth.
The Access Plan was shaped by a combination of research and engagement with hundreds of 2STNB youth, their advocates, and community organizations. It incorporates 15 actions that specifically address the needs of Indigenous youth, ensuring a comprehensive approach to supporting diverse communities across Toronto.
