City of Toronto Breaks Ground on New Etobicoke Civic Centre
The City of Toronto marked a historic moment today with the commencement of construction for the new Etobicoke Civic Centre, situated at 3755 Bloor St. W. This groundbreaking project, the city’s first civic centre development in half a century, aims to catalyze a vibrant community within the Bloor-Kipling precinct.

Designed to epitomize modernity and accessibility, the state-of-the-art Etobicoke Civic Centre will boast over 508,000 square feet of public-facing space. Below-ground, the center will house a district energy plant managed by Enwave Energy Corporation, paving the way for Toronto’s inaugural near-zero emissions community. In alignment with the city’s TransformTO Net Zero Strategy, the development targets Toronto Green Standard (TGS) Version 3, Tier 4, aiming to mitigate greenhouse gas emissions.
Situated within the Bloor-Kipling Block Plan, the Etobicoke Civic Centre emerges as the cornerstone of a broader redevelopment initiative. Following the decommissioning of the Six Points Interchange, nearly 18 acres of city-owned land have been unlocked for mixed-use development, including residential housing blocks, parkland, and cycle lanes.
