City of Toronto Appoints Paul Muldoon as New Integrity Commissioner
Toronto – On Wednesday, Toronto City Council appointed Paul Muldoon as the City’s new Integrity Commissioner, effective Sunday, December 1, 2024. Muldoon will serve a five-year, non-renewable term, succeeding Jonathan Batty, who has held the role since October 2019. As Integrity Commissioner, Muldoon will oversee matters related to ethical behaviour within the City’s administration, providing advice and resolving complaints related to City Council and local boards.
Muldoon’s role includes upholding the City’s codes of conduct and ensuring compliance with the Municipal Conflict of Interest Act and other relevant policies and legislation. An independent officer, Muldoon’s duties are defined under the City of Toronto Act, 2006, and he will operate autonomously from City Council and the broader City administration.

With an extensive legal background, Muldoon brings a wealth of experience to the position. Prior to his appointment, he served as an adjunct professor at the University of Toronto and held positions at the Immigration and Refugee Board of Canada and the Environmental Protection Tribunal of Canada. His career includes time as Executive Director of the Canadian Environmental Law Association and leadership roles in various tribunals, including Vice Chair of the Environmental Review Tribunal and Associate Chair of the Assessment Review Board.
Muldoon’s appointment follows a rigorous selection process, and his expertise in legal matters is expected to ensure the continued integrity and ethical governance of the City.
Outgoing Integrity Commissioner Jonathan Batty will be formally recognized for his service at the City Council meeting scheduled for November 13-15, 2024.
