City Expands Property Tax & Utility Relief Programs for Low-Income Seniors and Disabled Residents

TORONTO The City of Toronto has expanded its Property Tax & Utility Relief programs to better support low-income seniors and individuals living with disabilities, ensuring more Torontonians can stay in their homes while managing rising living costs.

The initiative includes enhancements to four programs:

  • Property Tax Increase Cancellation Program

  • Property Tax Increase Deferral Program

  • Water Rebate Program

  • Solid Waste Rebate Program

Each program offers tailored support based on factors such as age, income, and property ownership. As part of the 2025 update, the household income threshold for eligible seniors and people with disabilities has increased by 5 per cent to $60,000, opening access to more residents than in previous years.

“The City is proud to offer Property Tax & Utility Relief programs to support low-income residents and seniors,” said Mayor Olivia Chow. “This year, we changed the thresholds so more people can qualify for this program. The City will continue to ensure Torontonians have access to affordable housing and essential services. Don’t hesitate to take advantage of these programs if you are eligible.”

Easier Application Process

Eligible homeowners are encouraged to apply online, which now includes integrated Canada Revenue Agency (CRA) verification—eliminating the need for paper income documents for most users. Paper applications are also accepted and must be postmarked no later than Friday, October 31.
