Carney to Host Cabinet Planning Forum in GTA with Focus on Economic Strength
Agenda includes infrastructure, housing, defence industries, and trade resilience
OTTAWA — Prime Minister Mark Carney announced Tuesday that his government will hold a fall Cabinet Planning Forum in the Greater Toronto Area from September 3 to 4, 2025, with a central focus on strengthening Canada’s economy in the face of global uncertainty.
Building a More Resilient Economy
Carney said the forum will address the government’s fall economic priorities, including:
-
Fast-tracking nation-building infrastructure projects through the newly launched Major Projects Office.
-
Launching Build Canada Homes, a program to return the federal government to the business of constructing affordable housing.
-
Boosting Canada’s defence industries, in line with rising global security demands.
-
Supporting sectors most impacted by U.S. tariffs, helping them retool and diversify into new markets.
-
Beginning preparations for the upcoming CUSMA (Canada-United States-Mexico Agreement) review process.
The forum will also place emphasis on addressing crime and enhancing community safety.
A Strategic Planning Session
The two-day gathering will bring together Cabinet ministers and secretaries of state, who will review the government’s seven priorities as outlined in their Mandate Letter. Carney underscored the need to advance these priorities with “urgency and determination” to ensure Canada builds a more competitive, secure, and prosperous economy.
Why It Matters
The Cabinet Planning Forum comes at a time of global economic volatility, with shifting trade dynamics, heightened security concerns, and ongoing pressure from U.S. tariffs. By focusing on infrastructure, housing, and industrial capacity, the government is signalling its intention to strengthen Canada’s long-term resilience.
