Prime Minister Carney Discusses NATO Security and Ukraine Support with Germany and Norway Leaders
OTTAWA – Prime Minister Mark Carney held discussions on May 21 with German Chancellor Friedrich Merz and Norwegian Prime Minister Jonas Gahr Støre as Canada continues to strengthen cooperation with NATO allies on defence, security, and global stability.
According to the Prime Minister’s Office, the leaders built on discussions first held during a meeting in Bardufoss, Norway, earlier this year, focusing on Euro-Atlantic security, the war in Ukraine, and tensions in the Middle East ahead of the upcoming NATO Summit.
NATO Security and Ukraine Remain Key Priorities
The leaders reaffirmed support for Ukraine and agreed on the need to maintain pressure on Russia to negotiate toward what the PMO described as a “just and lasting peace,” supported by strong security guarantees.
The conversation comes as NATO allies prepare for the next NATO Summit amid continued instability in Eastern Europe and growing global defence concerns.
Prime Minister Carney also highlighted Canada’s proposed Defence, Security, and Resilience Bank, a new initiative intended to provide multi-year, low-cost financing for defence and security infrastructure projects.
The federal government says the initiative is designed to strengthen long-term resilience and support allied security priorities.

Middle East Stability Discussed
The leaders also discussed the ongoing conflict in the Middle East, including the importance of de-escalation efforts, achieving a ceasefire, and maintaining secure access through the Strait of Hormuz — one of the world’s most strategically important energy shipping routes.
The discussions reflect increasing international concern about global energy security and regional instability.
FIFA World Cup 2026 Mentioned During Call
The leaders also noted the upcoming FIFA World Cup 2026™, which begins next month and will be co-hosted by Canada alongside the United States and Mexico.
Canada is expected to host matches in Toronto and Vancouver during the tournament.
The Prime Minister’s Office said the three leaders agreed to remain in close contact on shared international priorities.
