Prime Minister Carney Launches Comprehensive Strategic Partnership with Mexico
New agreement deepens co-operation in trade, energy, security, and sustainability
Mexico City, Mexico — Prime Minister Mark Carney, alongside Mexican President Claudia Sheinbaum, announced the launch of a Comprehensive Strategic Partnership between Canada and Mexico to strengthen ties across trade, energy, and security. The initiative aims to make North America the most competitive, dynamic, and resilient economic region in the world.
The partnership builds on the existing Canada-Mexico Action Plan and will be advanced through regular meetings at both the leader and ministerial levels.

Key areas of co-operation
Under the new framework, Canada and Mexico committed to:

Infrastructure development: Prioritizing long-term investments in ports, rail, and energy corridors.

Security dialogue: Establishing a new bilateral forum to counter transnational organized crime, drug and human trafficking, money laundering, and cybercrime.

Trade and investment: Expanding collaboration in energy, infrastructure, critical minerals, and agriculture to create new opportunities for Canadian workers and businesses.

Climate and conservation: Reinforcing co-operation to protect wildlife and freshwater systems.
Immediate initiatives
To accelerate implementation, Carney announced:

A forthcoming trade mission to Mexico, led by Dominic LeBlanc, President of the King’s Privy Council for Canada and Minister responsible for Canada-U.S. Trade, Intergovernmental Affairs, Internal Trade, and One Canadian Economy.

$9.9 million in funding for UN-led projects in Mexico to support migrant integration and combat the illicit production and trafficking of fentanyl.
2026 FIFA World Cup
With Canada, Mexico, and the United States preparing to co-host the 2026 FIFA World Cup, Carney also appointed Adam van Koeverden, Secretary of State (Sport), as Canada’s FIFA Sherpa. Van Koeverden will coordinate with U.S. and Mexican counterparts to ensure a successful event, which is expected to generate more than 24,000 jobs and add $2 billion to Canada’s economy.
Strengthening North American ties
Carney emphasized the importance of elevating Canada’s partnership with Mexico as part of a broader North American vision:
“Canada and Mexico are entering a new era of co-operation. We are elevating our partnerships in trade, investment, energy, and security to create more opportunity for Canadian workers, expanded markets for Canadian businesses, and more certainty for Canadian investors, while making North America the most competitive and dynamic economic region in the world.”
The announcement marks a significant step in Canada’s foreign policy as it works to expand markets, strengthen supply chains, and reinforce security alongside regional partners.
