Prime Minister Carney meets NATO Secretary General Mark Rutte to discuss Ukraine and Euro-Atlantic security

PARIS, FRANCE — Prime Minister Mark Carney met Tuesday with NATO Secretary General Mark Rutte on the margins of the Coalition of the Willing meeting in Paris, as international leaders continued discussions on strengthening Euro-Atlantic security amid ongoing global threats.

During the meeting, Prime Minister Carney and Secretary General Rutte focused on the Alliance’s response to Russia’s continued aggression against Ukraine and reaffirmed NATO’s central role in advancing Ukraine’s long-term peace and security. Both leaders underscored the importance of robust security guarantees as part of any sustainable peace framework.

The Prime Minister reaffirmed that NATO remains a cornerstone of transatlantic security and emphasized Canada’s commitment to strengthening the Alliance’s collective defence capabilities. He highlighted Canada’s total contribution of approximately $892 million toward NATO’s Prioritised Ukraine Requirements List (PURL), which supports the rapid delivery of critical military equipment to Ukraine.

The discussion also addressed Canada’s broader defence posture, including the federal government’s renewed mission to rebuild, rearm, and reinvest in the Canadian Armed Forces. Prime Minister Carney noted that Canada plans to increase defence spending over the next decade to enhance military readiness and contribute more effectively to NATO operations.

Prime Minister Carney and Secretary General Rutte reviewed Canada’s renewed leadership of Operation REASSURANCE, a Canadian-led multinational brigade deployed in the Baltics to deter Russian aggression and reinforce NATO’s eastern flank. The Prime Minister also emphasized the growing strategic importance of the Arctic, noting that Arctic Allies are expanding defence capabilities across the region to address emerging security challenges.

The leaders agreed to remain in close and regular contact as NATO members continue coordination efforts in support of Ukraine and broader Alliance security priorities.
