Carney Joins Coalition of the Willing Meeting on Ukraine Security Guarantees

Canada reaffirms commitment to military support and economic pressure on Russia

TORONTO — Prime Minister Mark Carney participated in a virtual meeting of the Coalition of the Willing on Thursday, joining world leaders to coordinate next steps in supporting Ukraine amid Russia’s ongoing war of aggression.

The meeting was chaired by French President Emmanuel Macron and UK Prime Minister Sir Keir Starmer, and included Ukrainian President Volodymyr Zelenskyy.


Security Guarantees for Ukraine

Discussions focused on options to provide robust security guarantees for Ukraine, seen as essential for both a ceasefire and long-term peace in Europe. Carney and fellow leaders welcomed the United States’ openness to backstop these efforts, reinforcing allied commitments to defend Ukraine’s sovereignty.



Canada’s Commitments

Carney reaffirmed Canada’s steadfast role in the Coalition of the Willing, pledging that Canada is prepared to deploy direct and scalable military assistance as part of future agreements.

He also joined leaders in underscoring the need to maintain multilateral economic pressure on Russia, ensuring that sanctions and restrictive measures remain a central tool to end the war.
