Prime Minister Carney Joins Coalition of the Willing to Advance Peace Efforts in Ukraine
Canada affirms its support for Ukraine as Prime Minister Mark Carney joins Coalition of the Willing leaders working toward a just and lasting peace.
OTTAWA — Prime Minister Mark Carney participated today in a virtual meeting of the Coalition of the Willing, joining allied leaders as international efforts intensify to secure a just and lasting peace in Ukraine.
The meeting was co-chaired by France’s President Emmanuel Macron, United Kingdom Prime Minister Sir Keir Starmer, and Germany’s Chancellor Friedrich Merz. Ukraine’s President Volodymyr Zelenskyy and United States Secretary of State Marco Rubio were also in attendance, marking one of the most significant high-level gatherings since negotiations began accelerating this fall.
Progress in U.S.–Ukraine Talks Highlighted
According to the official readout, Coalition leaders welcomed recent progress made during meetings between representatives of the United States and Ukraine. They also commended the efforts of President Donald Trump and President Zelenskyy, who continue to lead parallel diplomatic tracks aimed at establishing the terms of a negotiated settlement.
Leaders agreed that while momentum is building, several key issues remain unresolved, requiring continued coordination among partner nations.

Security Guarantees and Pressure on Russia
A central point of discussion focused on the Coalition’s readiness to provide robust security guarantees to Ukraine. Leaders reaffirmed that Kyiv must remain fully protected while any peace framework is developed and assessed.
They also underlined the necessity of maintaining pressure on Russia, including through ongoing economic measures. Decisions related to the future of transatlantic security, they cautioned, must be agreed upon collectively by all parties involved, including NATO and EU members where applicable.
Support for Ukraine Continues During Negotiations
Even as diplomatic efforts advance, leaders recognized the importance of sustaining military, financial, and humanitarian support for Ukraine in the face of continued Russian aggression. The Coalition reiterated that Ukraine’s defence needs cannot be compromised while negotiations remain active.
Canada Reaffirms Long-Standing Commitment
During the meeting, Prime Minister Carney “underlined Canada’s continued support for Ukraine” and confirmed Ottawa’s willingness to contribute actively to the peace process in coordination with key allies.
Canada has been among the strongest international supporters of Ukraine since Russia’s full-scale invasion in 2022, with nearly $22 billion committed to military, financial, and humanitarian assistance.
