Prime Minister Carney announces new support for a just and lasting peace in Ukraine
Canada Support for Ukraine Peace Expanded by Prime Minister Carney
HALIFAX, N.S. — Prime Minister Mark Carney announced a new package of financial and reconstruction support for Ukraine on Saturday, reinforcing Canada’s long-standing commitment to Ukraine’s sovereignty as the war with Russia continues.
The announcement came as Prime Minister Carney welcomed Ukrainian President Volodymyr Zelenskyy to Halifax, marking Zelenskyy’s second visit to Canada this year. The meeting took place at a critical juncture in the conflict, as international efforts intensify to create conditions for a negotiated and durable peace.
Since Russia’s full-scale invasion of Ukraine, Canada has provided nearly $22 billion in multifaceted assistance, including more than $12 billion in direct financial support, positioning Canada among the largest contributors to Ukraine’s recovery and reconstruction.
New financial commitments announced
Building on that support, Prime Minister Carney confirmed an additional $2.5 billion commitment aimed at strengthening Ukraine’s economic stability, energy security, and post-war rebuilding efforts.
The newly announced measures include:

Financing that will enable the International Monetary Fund to lend Ukraine an additional $8.4 billion under its extended financing program;

Canada’s participation in an expanded debt service suspension for Ukraine, covering up to $1.5 billion in 2025–26;

A loan guarantee of up to $1.3 billion in 2026 to the World Bank’s International Bank for Reconstruction and Development to support reconstruction; and
-
A loan guarantee of up to $322 million in 2026 to the European Bank for Reconstruction and Development to support Ukraine’s gas imports and bolster energy security.
The Prime Minister said the measures are designed to help Ukraine withstand ongoing aggression while laying the groundwork for long-term recovery.

High-level talks on peace and security
While in Halifax, Prime Minister Carney and President Zelenskyy held a bilateral meeting focused on the latest developments in peace negotiations. The Prime Minister reaffirmed Canada’s full support for Ukraine and emphasized that Ukraine must remain central to any negotiations regarding its future.
The two leaders also joined a call with European partners to advance coordinated efforts on Ukraine’s security and recovery, including through the Coalition of the Willing and other multilateral partnerships.
According to the Prime Minister’s Office, Canada continues to work with allies to support initiatives that reunite displaced children with their families, strengthen Ukraine’s defence capabilities, rebuild infrastructure, and deter future aggression.
Continued military and allied support
Earlier this month, Canada announced a $200 million package of critical military capabilities sourced from NATO’s Prioritised Ukraine Requirements List. Additional funding includes $35 million through NATO’s Comprehensive Assistance Package and a $50 million contribution to the Drone Capability Coalition, building on previous Canadian investments in unmanned systems support.
Canada has consistently maintained that its support for Ukraine is rooted in shared democratic values, international law, and the defence of sovereignty.
