Carney taps Jonathan Wilkinson as next Ambassador to the European Union

Canada-EU relations advance with Wilkinson ambassador appointment

OTTAWA — Prime Minister Mark Carney has announced his intention to appoint former federal cabinet minister Jonathan Wilkinson as Canada’s next Ambassador to the European Union, signalling a continued push to strengthen ties with one of Canada’s most important global partners.

The appointment comes as Canada expands its economic and security cooperation with the EU amid a shifting global landscape.


Strengthening Canada-EU relations

Carney’s office said the appointment is aimed at accelerating progress under the New EU-Canada Strategic Partnership of the Future and the Security and Defence Partnership, both established in 2025 to enhance collaboration across trade, technology, energy, and defence.

Canada has also recently joined the EU’s Security Action for Europe (SAFE) initiative, opening new opportunities for Canadian industries in the European defence market.


A veteran minister and business leader

Wilkinson brings more than 30 years of experience in public policy, clean technology, and international economic engagement.

He previously served as:

  • Minister of Fisheries, Oceans and the Canadian Coast Guard
  • Minister of Environment and Climate Change
  • Minister of Energy and Natural Resources

Before entering politics, Wilkinson was a chief executive in the clean technology sector and worked in public service as a constitutional negotiator and federal-provincial relations specialist.

Officials say his background positions him to advance Canada’s economic and strategic interests in Europe.


Expanding diplomatic engagement

The announcement comes ahead of Carney’s participation in the 8th European Political Community Summit in Yerevan, Armenia — marking Canada’s first appearance at the forum and the first time a non-European leader has been invited.

The Prime Minister’s Office said Wilkinson will work closely with John Hannaford, the Prime Minister’s Personal Representative to the EU, to strengthen bilateral cooperation.


A major economic partnership

Canada’s relationship with the EU remains a key pillar of its global trade strategy:

  • Canada-EU trade in goods and services reached $178.6 billion in 2025
  • Canadian direct investment in the EU totalled $297 billion in 2024
  • Canadian companies support approximately 275,000 jobs across EU member states
  • Bilateral merchandise trade has grown by more than 77% since 2016

Leadership transition

The Prime Minister also thanked former Special Envoy to the EU and Europe, Stéphane Dion, for his service and contributions to Canada’s international relations.

Wilkinson is expected to begin his role at the start of the summer.

Carney said the appointment reflects the importance of Canada’s partnership with Europe in an increasingly complex global environment, emphasizing cooperation in trade, energy, and security.
