Ontario Awards Clarington Over $2.8 Million for Progress on 2024 Housing Targets

Province rewards Clarington’s progress on new home construction with over $2.8 million.

CLARINGTON — The Ontario government has awarded the Municipality of Clarington $2,877,680 through the second round of the Building Faster Fund, recognizing the municipality’s progress toward meeting its provincially assigned housing target. Clarington achieved 83% of its 2024 target by breaking ground on 899 new homes, qualifying for reward funding under the province’s results-based program.

The Building Faster Fund, a three-year $1.2-billion incentive program, supports municipalities that reach at least 80 per cent of their annual housing targets. The funding must be used for housing-enabling and community infrastructure, helping local governments expand services as new neighbourhoods grow.

Province Praises Local Leadership

Rob Flack, Minister of Municipal Affairs and Housing, said the funding reflects the province’s focus on accelerating home construction during a period of rapid population growth.

“The Building Faster Fund is just one way we are creating the conditions to get shovels in the ground,” Flack said, thanking Clarington officials for pushing forward on new housing supply.

Mayor Adrian Foster welcomed the investment.

“We’re pleased to receive the Building Faster Fund, which will be invested in the infrastructure needed to support new neighbourhoods,” Foster said. “We’re eager to keep working with the province to advance our shared housing goals.”

More Support Coming for Durham Region

In addition to the Building Faster Fund allocation, Clarington will receive over $509,000 through the Municipal Housing Infrastructure Program, part of an $81-million investment across Durham Region to support the construction of approximately 200,000 new homes.

The province says the funding supports its broader plan to protect Ontario’s competitiveness and economic growth, including through development-streamlining legislation such as:

  • Fighting Delays, Building Faster Act (2025)

  • Protect Ontario by Building Faster and Smarter Act (2025)

  • 2025 Ontario Economic Outlook and Fiscal Review: A Plan to Protect Ontario

Record Rental and Housing Momentum

Ontario’s housing activity continues to trend upward, with 17,202 rental starts recorded from January to September 2025—38% higher than the same period last year and the highest on record for that time frame.

To allow municipalities more time to plan and deliver projects, the province has extended the deadline to use Building Faster Fund allocations to 2028.

Lower Costs for First-Time Buyers

The province is also proposing to rebate the full provincial portion of HST for eligible first-time home buyers purchasing new homes up to $1 million—offering savings of up to $80,000, pending federal legislative approval.
