Carney announces over 1,100 new affordable homes in Ottawa through Build Canada Homes

Build Canada Homes accelerates Ottawa housing projects to lower costs and increase supply

OTTAWA — Prime Minister Mark Carney has announced the approval of eight new housing projects in Ottawa that will deliver more than 1,100 rental homes, the majority of which will be affordable, as part of the federal government’s Build Canada Homes initiative.

The announcement is part of a broader federal-municipal partnership with the City of Ottawa aimed at building up to 3,000 mixed-income homes, with construction on most projects expected to begin before the end of the year.


Accelerating housing supply in Ottawa

The newly approved projects exceed initial targets by nearly 10%, with more than 90% of units designated as affordable rental housing.

The developments will be delivered through a mix of non-profit and private-sector partnerships, leveraging public land, flexible financing, and modern construction methods to speed up delivery.



Key project sites across the city

The housing projects will be built across multiple locations in Ottawa, including:

  • 200-201 Beausoleil Drive – 159 units (non-profit)
  • Geyser Place (3380 Jockvale Road) – 118 units (non-profit)
  • 1770 Heatherington Road (Phase 1) – 90 units (non-profit)
  • 58 Capilano Drive – 20 units (non-profit)
  • 240 Presland Road – 64 units (non-profit)
  • Hickory Street (100 block) – 110 units (non-profit)
  • 2475 Regina Street (Parkway House) – 266 units (mixed)
  • 384 Arlington Avenue (Korean Church) – 296 units (mixed)

Construction timelines range from summer 2026 through early 2027.


Lowering construction costs

To support faster housing development, the federal government is also working with Ontario to reduce municipal development charges by 50% for three years.

In Ottawa, this measure alone is expected to reduce the cost of building a two-bedroom apartment by more than $15,000, improving project viability and affordability.


Building at scale through partnerships

The initiative is part of a coordinated effort between federal and municipal governments to align funding, land availability, and local expertise.

Ottawa City Council approved the agreement on April 22, 2026, formalizing a partnership first announced in December 2025.

Officials say this approach allows for faster approvals and construction timelines while maintaining a focus on affordability and long-term community needs.


National housing strategy in action

Launched in September 2025, Build Canada Homes is a federal agency designed to increase the supply of affordable housing nationwide.

The program has already committed to more than 10,000 housing units, with over 1,400 homes currently under construction or expected to break ground in the coming months.

All projects under the Ottawa agreement will prioritize modern construction methods and a Buy Canadian approach, supporting domestic supply chains and reducing delays.


Government and municipal response

Prime Minister Carney said the initiative reflects a commitment to building faster and more efficiently to address housing affordability.

Federal Housing Minister Gregor Robertson emphasized the importance of unlocking public land and supporting shovel-ready projects, while Ottawa Mayor Mark Sutcliffe highlighted the role of collaboration in responding to the housing crisis.
