Bloor-Kipling Transit-Oriented Community Ahead of Schedule, Set to Redefine Etobicoke

TORONTO — Construction of Toronto’s first net-zero, transit-oriented community at Bloor-Kipling is moving faster than expected, with the first residential development at 5207 Dundas St. W. already three months ahead of schedule.

Mayor Olivia Chow, Deputy Mayor Amber Morley (Etobicoke–Lakeshore), and representatives from CreateTO joined City staff today to celebrate the milestone and outline the next steps for the transformative Etobicoke project.


Building a Complete Community

The Bloor-Kipling redevelopment is one of the City’s largest transit-oriented community projects, with plans to deliver:

  • Five rental housing developments, totaling approximately 2,700 residential homes, including at least 900 affordable rental homes.

  • A new Etobicoke Civic Centre, featuring a recreation facility, library, non-profit childcare centre, green spaces, and a civic square for community programming.

  • A new City park to provide additional public space.

The community will be Toronto’s first net-zero neighbourhood, powered by a low-carbon district energy network that will provide all heating and cooling.

Mayor Chow emphasized the City’s commitment to affordability and community building:

“The City of Toronto is building more affordable housing, even during this market downturn. The developments at Bloor-Kipling will be a transit-oriented community providing 2,700 homes with 30 per cent affordable units. With rental housing, a new civic centre and green spaces, we are not just building one building, we are building a new community in Etobicoke-Lakeshore.”



Transforming Etobicoke

The project was made possible by the $77 million decommissioning of the former Six-Points Interchange, known locally as “Spaghetti Junction.” The reconfiguration unlocked nearly 18 acres of land, creating seven blocks for redevelopment.

Deputy Mayor Morley said the project is reshaping her community:

“Bloor-Kipling is transforming Etobicoke-Lakeshore with a new Etobicoke Civic Centre. A full-service recreation space, a public library, a non-profit childcare centre, green spaces, a new civic square for public programming and events, and affordable homes in a transit-oriented neighbourhood. The City is leading with this development to deliver a complete community for Torontonians to live and thrive.”

Vic Gupta, CEO of CreateTO, added:

“On almost 18 acres of unlocked City land, the Bloor-Kipling project will truly redefine Etobicoke for generations. CreateTO is proud to see the excellent progress at the first rental housing development and the new Etobicoke Civic Centre. With another housing project one step closer to a construction partner, this new transit-oriented community is taking shape and coming to life.”


Public-Private Partnership

The 5207 Dundas St. W. block is being developed by Kilmer-Tricon. The next block at 970 Kipling Ave. is currently in market to bring on a new development partner.

Ken Tanenbaum, Vice Chairman of Kilmer Group, and Andrew Joyner, Managing Director of Multi-Family at Tricon Residential, highlighted the collaborative effort:

Timeline and Housing Goals

  • First occupancy at 5207 Dundas St. W. is expected in Q2 2027.

  • The new Etobicoke Civic Centre is under construction and targeted for completion in Q4 2028.

The Bloor-Kipling community will contribute to Toronto’s HousingTO 2020–2030 Action Plan, which aims to deliver 65,000 new rent-controlled homes by 2030, including 41,000 affordable rentals, 6,500 rent-geared-to-income (RGI) homes, and 17,500 rent-controlled units.
