Parliamentary Budget Officer appointment strengthens fiscal oversight in Canada
OTTAWA — Prime Minister Mark Carney has welcomed the appointment of Annette Ryan as Canada’s new Parliamentary Budget Officer (PBO), following approval by both the House of Commons and the Senate.
The appointment took effect on April 22, 2026, marking a transition in one of Parliament’s key independent oversight roles.
New leadership for independent fiscal analysis
Ryan brings more than 30 years of experience in economic analysis, fiscal policy, taxation, and public finance. Her career spans senior leadership roles across the Government of Canada and the Government of Prince Edward Island.
Most recently, she served as Deputy Director, Partnerships, Policy and Analysis, and Chief Financial Officer at the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC).
Role of the Parliamentary Budget Officer
As Parliamentary Budget Officer, Ryan will provide independent and non-partisan analysis to parliamentarians on:
- Federal finances
- Government spending estimates
- Economic trends
The role is designed to support informed debate in Parliament while strengthening transparency and accountability in public finances.
Strengthening accountability in government spending
The Parliamentary Budget Officer is an Agent of Parliament, established under the Parliament of Canada Act. The position was created in 2006 to enhance oversight of government spending and fiscal policy.
Appointments to the role follow a competency-based selection process, with candidates evaluated against standards of professionalism, integrity, and expertise.
Transition from interim leadership
Prime Minister Carney also acknowledged the contributions of Jason Jacques, who served as Interim Parliamentary Budget Officer, thanking him for his role in supporting parliamentary decision-making.
Focus on fiscal transparency
In a statement, Prime Minister Carney emphasized the importance of independent analysis in maintaining strong public finances.
“Sound public finances depend on rigorous independent analysis,” Carney said, noting that Ryan’s experience will support Parliament in holding government accountable.
