407 ETR Announces 2026 Toll Rate Adjustments, New Loyalty Program, and Ongoing Investments in GTA Mobility

TORONTO — 407 ETR has released its 2026 toll rate and fee schedule, with updated pricing coming into effect on January 1, 2026. The adjustments reflect traffic patterns across the privately operated 108-kilometre toll highway, which serves more than three million weekly trips.

According to the company, the updated rates are designed to manage demand in the busiest zones while keeping traffic flowing to help relieve congestion across the Greater Toronto Area.

“Strategic rate adjustments help us manage demand in busier zones,” said Jose Espinosa, President & CEO of 407 ETR. “At the same time, we’re proud to offer innovative solutions with promotions to attract more drivers onto Highway 407 ETR in sections and times of the day where we have capacity.”

How Rates Are Changing in 2026

Toll increases will be most notable during afternoon rush hour in central highway sections nearing capacity, with light-vehicle rate changes of up to 34 cents per kilometre. Zones with lighter traffic will remain unchanged during peak hours.

Most personal transponder users are expected to see an average increase of approximately $5 per month.

Toronto Remains Among North America’s Most Congested Cities

Citing INRIX’s global traffic scorecard, 407 ETR notes that Toronto commuters spent an average of 61 hours in traffic in 2024, ranking the city among the most gridlocked in North America.

A separate report by global infrastructure consultancy Steer—commissioned by 407 ETR—found that drivers using the toll highway are saving up to one hour per trip, offering significant time relief compared to other major routes.

Toll Roads and Congestion Management

“Toll roads are proven tools for easing congestion in major cities worldwide,” said Shakir Hussein, Director of Traffic & Planning at 407 ETR. He added that the highway’s average peak tolls remain lower than those in other dense urban regions such as Los Angeles, Dallas, and Chicago.

Major Investment Continues in GTA Transportation

Since 1999, 407 ETR has reinvested approximately $2 billion in highway extensions, lane expansions, resurfacing, bridge rehabilitation, and infrastructure upgrades. The highway has grown from 68 to 108 kilometres with 525 added lane-kilometres.

In 2025 alone, work included resurfacing projects, structural rehabilitation, and various customer-experience upgrades.

Driver Promotions and New Loyalty Program Coming in 2026

The company is expected to surpass 1.5 million enrollments in its 2025 driving-offer promotions, totaling more than $200 million in savings for participants and reducing traffic on alternate routes by an estimated 54,000 trips per workday.

In 2026, 407 ETR will launch a new loyalty program, allowing customers to earn and redeem points directly through the mobile app.

The Route Relief Program, aimed at supporting low-income drivers, will continue into 2026. Since its launch in November 2024, it has provided more than $1 million in free travel to over 2,800 eligible customers.
