City of Toronto Confirms WoodGreen as Operator of 185 Cummer Supportive Housing for Seniors

A major step forward in the fight against senior homelessness took place in Willowdale this week as the City of Toronto craned modular housing units into place at 185 Cummer Avenue, marking visible progress on a new supportive housing project for older adults.

The future three-storey modular building will deliver 59 rent-geared-to-income studio apartments for seniors and older adults transitioning out of homelessness. The homes are part of Toronto’s HousingTO 2020–2030 Action Plan, which aims to deliver 65,000 affordable and supportive homes by decade’s end—including 18,000 supportive units.

Each unit will feature a private kitchen and bathroom, while the building will also offer shared amenities such as a lounge, dining area, laundry facilities, and programming space.

🏠 WoodGreen to Operate and Support Tenants

The City has officially selected WoodGreen Community Services as the housing operator for 185 Cummer. With over 85 years of experience, WoodGreen will deliver wraparound supports for tenants—including 24/7 care, physical and mental health services, meal programs, and community-building activities designed to help seniors age safely and with dignity.

“Supportive housing provides more than just a place to live—it ensures seniors feel connected, valued, and empowered,” said Anne Babcock, President and CEO of WoodGreen.

Mayor Olivia Chow, who attended the craning ceremony alongside Councillor Lily Cheng (Willowdale), emphasized the urgency of the project:

“We need to build more homes faster, leveraging new techniques including prefabricated construction,” said Chow. “This project will help seniors transition from homelessness and age in place with dignity.”

🤝 A Campus-Style Community Approach

The new housing will integrate with nearby senior-oriented facilities, including Willowdale Manor (175 Cummer Ave.) and Cummer Lodge, a City-run long-term care home. WoodGreen’s model promotes a campus of care—working in collaboration with local stakeholders to build a connected and inclusive neighbourhood.

Councillor Cheng acknowledged the long community process that led to this milestone:

“We look forward to continuing to build trust and understanding as we prepare to welcome 59 older adults who will be our new neighbours.”
